Procurement Officer II (00441A)
Conduct procurement activities for a wide variety of commodities and through various procurement methods. Provide analysis for procurement programs and processes for monitoring, outreach, and compliance. Analyzes information that affects the operational efficiency of procurement activities and recommends program, policy and procedure changes to improve efficiency. Conducts analysis to make recommendations ongoing contract development and administration and conduct procurement of goods and services while adhering to Commonwealth legislation specific to procurement statutes for Institutions having achieved Level II delegated authority. Implements strategies as directed for vendor, product, cost, contract, commodity and spend analysis to support contract development and subsequent contract management goals and objectives. Serve as a resource for procurement officers and contract administration activities.
Thorough knowledge of microcomputer software programs and systems. Considerable knowledge of procurement policies, processes and procedures. Considerable knowledge of general business practices relating to procurement. Basic knowledge of technical writing techniques and ability to draft detailed specifications, contracts, reports, and letters. Demonstrated skill in data analysis, report development and report writing techniques. Excellent oral and written communication skills. Excellent customer services skills, organization and time management skills. Ability to apply policies and guidelines by understanding and interpreting procurement law, policies, processes and technical materials. Ability to use Cognos or other Business Intelligence (BI) reporting tool. Demonstrated ability to follow instruction with little supervision and in a fast-paced, multitask environment with a focus on customer service. Demonstrated ability to use computers and standard business software, proficient keyboarding skills. Some experience working in procurement. Working experience involving analysis, report development and a variety of procurements of goods and services. Considerable experience in a position requiring the application of excellent customer service and communication skills.
Working knowledge of Commonwealth procurement laws, practices and procedures in a governmental procurement environment. Demonstrated ability to evaluate detailed information and data and ability to analyze complex situations and make recommendations. Ability to formulate and assemble complex reports and documents. Working knowledge of eVA and experience working in eVA. Working knowledge of Banner or equivalent information management system. Demonstrated ability to conduct spend analysis and make recommendations. Considerable knowledge of business practices concerning procurement and reporting . Extensive knowledge of word processing, database, and spreadsheet software. Some experience working as a procurement officer in higher education. Bachelor’s degree from an accredited institution in Business or related field or equivalent combination of education and experience.
Conditions of Employment:
Working hours are 8:00am to 5:00pm Monday through Friday.
